Finding an irrigation leak in Surprise often starts at a screen rather than a shovel. City of Surprise water customers can see their usage and set leak alerts through the city's WaterSmart portal, and the city is replacing mechanical meters with automated ones.
The city's Drought Resiliency and Preparedness page tells City of Surprise utility customers they can track water use and set leak alerts through the WaterSmart portal, reached from the online bill payment option. Separately, the Advanced Water Meter Project is replacing about 16,000 residential, commercial and irrigation meters with automated meters. Water used in the middle of the night, when no station is programmed, is a strong lead. These tools belong to the city utility only. Surprise has eleven water providers, and the city notes that customers billed by EPCOR or another provider are not part of the meter project. Check My Surprise Address to see who supplies the property, then ask that provider what usage data it offers.
Section 58-661 of the Surprise water conservation ordinance prohibits letting water escape through breaks or leaks after the leak should reasonably have been discovered and corrected. Section 58-803 asks the person responsible for the property to begin repairs no later than 72 hours after learning about a leak or defect. Section 58-802 exempts flow that results from inspecting or routinely maintaining an irrigation system, so test runs during a diagnosis are not treated as waste. The city's Plumbing Support Grant, which has covered irrigation leaks for income-qualified households, was on hold with all funds dispersed as of September 2026; check the page for a restart before counting on it.
The code also treats the visible results of a leak as waste in their own right. Section 58-657 lists water running off a landscaped area onto a street, sidewalk, gutter, alley, easement, parking area or a neighbor's property, if not remedied within a reasonable time from notice, and water leaking from any exterior pipe or hose. A leak that never surfaces still costs water, but one that reaches the gutter is exactly the kind of escape the ordinance addresses.
EPA WaterSense says pooling between cycles can indicate an underground leak, and that valves which do not close completely can seep. Start by noting whether the wet area appears only while one station runs or stays wet when everything is off. Where caliche sits under a lot, University of Arizona Extension publication AZ1281 explains that water can perch on top of the layer instead of draining, which means leaked water may travel sideways and surface some distance from the break. The wet spot is a clue, not the location. Shut the irrigation supply if water is reaching a wall or foundation, photograph the area and the controller display, and record the time. Do not dig blind; have buried lines located first. The general method is on the leak detection service page. Two guides fit this page: Surprise water waste rules and checking irrigation water use in Surprise. A confirmed break moves to PVC pipe and mainline repair in Surprise, and a seeping valve to valve and solenoid repair. All services are on the Surprise hub. Weak heads on one station can be the first sign; see sprinkler heads not popping up in Surprise.

Turn off every station and look at the water meter. If it still moves with nothing indoors running, water is escaping somewhere. Then watch the yard between cycles for pooling, which EPA WaterSense ties to underground leaks, and note which station ran last.
