Repair cracked laterals and pressurized mainline, from the break back to a sound joint.
A broken PVC lateral or mainline in Surprise puts the owner on a clock. Section 58-803 of the city's water conservation ordinance asks for repairs to leaking or broken irrigation pipes to begin no later than 72 hours after learning about them.
The Surprise water conservation ordinance defines escaped water as water released or leaking from any pipe, valve, connection or similar facility onto adjacent property or the public right-of-way. Section 58-661 prohibits letting water escape through breaks or leaks once they should reasonably have been found and fixed, and Section 58-658 lists failure to maintain laterals and irrigation pipes as a cause of water waste. Section 58-803 then sets the expectation: start repairing no later than 72 hours after learning of the break and diligently carry the work through. For a fault that is integral to a facility's operation, the ordinance allows seven calendar days after a warning notice, or up to 30 days with city approval, with proof of repair sent to the city. A mainline that runs under pressure all day loses water every hour it waits, which is reason enough to shut it off and plan the dig.
The same ordinance makes room for the repair itself. Section 58-802 says flow from the inspection or routine maintenance of an irrigation system is not unnecessary water waste, and neither is flow from a supply system failure that is fixed no later than 72 hours after notice. Flushing a line or test-running a repaired zone is therefore expected, but leaving a known break running while waiting for parts is not. Closing the irrigation supply valve, where the system has one, stops the loss while the repair is scheduled.
A mainline sits upstream of the zone valves and stays pressurized; a lateral only fills when its station runs. Water that appears with every station off points to the mainline or a valve; water that appears during one station points to that lateral. Before calling anyone about the bill, check the provider: the city lists eleven water providers across Surprise, and My Surprise Address shows which one serves the property. City of Surprise customers can confirm a constant leak through WaterSmart leak alerts. Single-family lots are exempt from the city's reclaimed-water mandate under Section 58-247(b), but properties that do carry reclaimed lines must keep them separate from potable piping; the city marks reclaimed meters and devices purple.
University of Arizona Cooperative Extension publication AZ1281 describes caliche as a layer of soil cemented by calcium carbonate that can range from lumps to rock-like layers several feet thick. It also explains that water perches on top of tight caliche instead of draining. Two things follow for pipe repair. The wet spot on the surface can be well away from the break, because water travels along the hard layer. And a trench that hits caliche is slow to cut, so expect excavation to take longer than in loose soil. Have buried utilities located before digging. After the repair, pressurize the line and watch the joint before backfilling, then flush the zone so pipe debris does not clog heads. The general method is on the pipe repair service page. The mainline carries water from the source to the zone valves and usually stays pressurized all the time. Laterals run from a valve to its heads or emitters and hold pressure only while that zone runs. A mainline leak therefore wets the ground between cycles.
